The minister stated this yesterday when he received the Ambassador of the Republic of Bulgaria to Nigeria, Yanko Yordanov in his office in Abuja.
Mr Tahir promised that the process of renewing the Memorandum of Understanding between Nigeria and Bulgaria would be fast-tracked.
He said university education is global and Nigeria is ready to collaborate on research and engage in exchange programmes with countries around the world.
Earlier, Yordanov told the minister that scholarship opportunities exist for Nigerian students at graduate and postgraduate levels in some universities in Bulgaria.
He explained that the scholarships would be obtainable at the start of the academic session commencing September this year.
